A Resolution Approving an Amendment to the Contract with Visu-Sewer of Illinois, LLC for Project 26-10, 2026 Sewer Rehabilitation to Change the Not-to-Exceed Amount from $350,000 to $385,000 and Authorizing its Execution

Introduction

overview

There were sections of sewers scheduled to be replaced as part of the ongoing 26-2 Resurfacing of Various Streets project on Augusta and on Belleforte. There is a conflict with a large-diameter gas main which prevents the easy replacement of the sewer sections with this project. Instead of replacement, staff is recommending lining the sewers as part of the Sewer Rehabilitation project. This amendment increases the existing contract with Visu-Sewer of Illinois by $35,000 and adjusts the not-to-exceed amount from $350,000 to $385,000.

Prior Board Action

The Board has taken the following prior actions:

•                     On June 9, 2026, the Village Board approved a Resolution Approving a Contract with Visu-Sewer of Illinois, LLC for Project 26-10, 2026 Sewer Rehabilitation, in an Amount not to Exceed $350,000 and Authorizing its Execution (RES 26-220).

•                     On June 9, 2026, the Village Board approved a Resolution Approving a Contract with R.W. Dunteman Company for Project 26-2, Resurfacing of Various Streets, in an Amount not to Exceed $4,665,519 and Authorizing its Execution (RES 26-221).

Background

At the June 9th Board Meeting, contracts were awarded for the Sewer Rehabilitation project and the Resurfacing of Various Streets project.  Both contracts had sewer repair locations that had been identified through the sewer televising inspection program. The Resurfacing of Various Streets contract excavates and repairs sewer issues at resurfacing locations prior to the final pavement placement to ensure the Village protects the investment made in the new pavement.  The Sewer Rehabilitation contract uses a trenchless method where the existing sewer is lined, and all access occurs from the sewer structures.

The Street Resurfacing project included sewer repairs on portions of Augusta and on Belleforte.  During the excavations on Augusta Street, it was discovered that a 20” gas line exists above and parallel to the sewer at two of the repair locations. This makes the repairs not feasible using traditional excavation methods, and the sewer repair work was stopped on this project since the sewer main was not able to be accessed for replacement due to the conflict with the gas main.

Instead of the traditional sewer repair, staff is recommending rehabilitating these sewer pipes using a cured-in-place sewer liner to address their deteriorated condition. This amendment adds these locations to the Sewer Rehabilitation project, which will use trenchless methods to complete the repairs. The trenchless repairs will be completed after the roadway work is finished and will not disturb the new roadway.

The contractor for the 26-10 Sewer Rehabilitation project has agreed to complete the extra work, and there is funding available for the $35,000 increase in contract value in the Water and Sewer fund. Additionally, savings will be realized in Street Resurfacing Project 26-2 with the removal of these repair locations.

Timing Considerations

Adoption of the Resolution at this time will allow for the contractor to complete construction this fall at current contract prices.

Financial Impact

There are available funds for this amendment in the FY26 Budget in the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040.43750.781.570707.
