Overview
The north-south alley east of the proposed development site along South Boulevard at Harlem is scheduled to be replaced at the same time as the construction of the development as part of the Village’s annual alley replacement program. In order to coordinate the alley replacement with the proposed development, staff is recommending having the developer’s civil engineering firm, Kimley-Horn and Associates, design the alley project to ensure the alley design works with the proposed development’s site plan.

Fiscal Impact
There is currently $23,129 of available funds in the FY2015 Capital Improvement fund for Alley Improvements, account no. 3095-43780-101-570964 to cover the $18,800 cost for the surveying and design of this alley.
Background
The north-south alley west of Marion Street between Pleasant and South Boulevard is currently included in the Village’s 5-year plan for alley improvements at approximately the same time as the construction of the development at South Boulevard and Harlem. In order to ensure that the alley design matches with the site design of the development and so that construction is coordinated with the development staff is recommending having the developer design and construct the alley improvement project. The Redevelopment Agreement does not include this work. The developer’s civil engineering firm has submitted a proposal to complete the design work so the construction of the alley can be done at the same time as the development and match the site plan of the development.
Alternatives
The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
On February 17, 2015 the Village Board approved an Ordinance approving the Redevelopment Agreement with OP South Boulevard LLC.
