Overview
The Engineering Division requested a proposal from TranSystems Corporation to provide design engineering for the 2024 Austin Boulevard Resurfacing project. TranSystems has previously designed street resurfacing projects using federal funds and is most qualified to perform these services. The Village received federal funds to resurface Austin Boulevard from Roosevelt Road to Lake Street in 2024. Phase 1 and Phase 2 design work for the project would start this spring in order to have IDOT bid the project in the winter of 2023 for construction in 2024.

Fiscal Impact
The design work for the Austin Boulevard project will occur in 2022 and 2023 due to IDOT's involvement with the project due to federal funds. The Fiscal Year (FY) 2022 Budget includes $100,000 for the design engineering work for this project in the Capital Improvement Fund, Public Works - Engineering, Capital Improvements, Project Engineering account no. 3095-43780-101-570706.
The remaining $46,155 needed for the design engineering costs will be included in the proposed FY 2023 Budget in this same Capital Improvement Fund account.
The future construction project will utilize federal funding for approximately 80% of the costs. The Village received $984,000 in federal surface transportation funds for construction and $98,400 for construction engineering.
Background
The Engineering Division requested a proposal from TranSystems Corporation to provide design engineering services for the Austin Boulevard Resurfacing project. TranSystems has previously completed design engineering for similar street resurfacing projects using federal funds and is best qualified to perform this work. TranSystems is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process.
The project includes the resurfacing of the west half of Austin Boulevard from Austin Boulevard to Lake Street. The Village’s side of Austin was last resurfaced in 2001 and needs resurfacing. The work also includes replacing corner sidewalk ramps that were needed to make them compliant with current ADA requirements. The east half of Austin is the City of Chicago’s and they resurfaced their half in 2014.
The resurfacing project will be coordinated with a separate locally funded sewer improvement project on Austin from Roosevelt Road to I-290.
In 2020 the Village received $1,082,400 in federal funds for the construction and construction engineering of this project. Construction of the resurfacing project is anticipated to start in the late spring of 2024 and last through the summer of 2024.
Alternatives
The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
On February 18, 2020, the Village Board approved a Resolution Authorizing the Submission of a Federal Surface Transportation Program Grant Application for the Austin Boulevard Improvement Project.
On September 20, 2021, the Village Board approved a Three-Year Master Agreement with TranSystems Corporation for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.
