Overview
The Public Works Department is responsible for the anti-icing and de-icing treatment of various sidewalks, bridge decks, and streets. The Parking Services Division of the Development Customer Services Department is responsible for de-icing sidewalks adjacent to parking areas parking structures that are susceptible to corrosion during snow plowing and salting events. Staff recommends the purchase of products from SNI Solutions, Inc., which provides less corrosive and more environmentally friendly de-icing materials. The bid process waiver is requested as SNI Solutions, Inc. is the only dealer for both products in the Chicago area.

Fiscal Impact
The Fiscal Year 2022 Motor Fuel Tax Winter Roadway Maintenance account no. 2038-43740-765-560633 provides $30,000.00 in funds for environmentally friendly anti-icing and de-icing compounds.
In addition, the Fiscal Year 2022 Parking General Fund provides $5,000.00 in accounts no. 5060-43770-786-530660 ($2,500.00) and no. 5060-43770-787-530660 ($2,500.00).
Background
The Public Works Department and Parking Services Division use bags of Ecosalt (granular salt that has been treated with a mixture of corn, soybean, and sugar beets) for treatment of sidewalks and parking structures that are susceptible to corrosion during snow plowing and salting events.
The Public Works Department also uses Geomelt 3-6-1 (a liquid blend of a corn-soybean solution 30%, salt brine 60%, and calcium chloride 10%) for anti-icing throughout the Village. Anti-icing is a pretreatment method. If weather conditions meet certain criteria, this product is sprayed on bridges and main arterials up to two days before snowfall starts. This helps hold off-pavement icing until staff can respond to salt and plow streets. This product also helps to prevent ice from bonding to the pavement.
The Village has used these products from SNI Solutions, Inc. for several years and is the preferred material because of their effectiveness and dependable delivery.
SNI Solutions, Inc. is the exclusive dealer for both these products in the Chicago area. The supplier has provided a sole source letter supporting this.
