Recommended Action
Staff recommends the Village Board approve and authorize the renewed Intergovernmental Agreement (IGA) with the Oak Park Township, ensuring the continued delivery of the Youth Engagement Program in alignment with Village priorities.
Prior Board Action
The Board has taken the following prior action(s):
• RES 24-294 A Resolution Approving an Intergovernmental Agreement Between the Village of Oak Park and the Oak Park Township to Participate in the Township’s Youth Engagement Program.
Background
This Intergovernmental Agreement (IGA) supports a service priority of the Village of Oak Park related to coordinated youth and community support services and aligns with the Board’s goals of advancing equitable access to care, strengthening prevention-based interventions, and building effective intergovernmental partnerships. The current IGA was originally approved by the Village Board in September 2024 for a two-year term and is now approaching expiration.
Since implementation, the Village Neighborhood Services Department has worked in partnership with Oak Park Township to deliver and coordinate services that support youth-focused interventions and crisis response supports. This work has strengthened coordination with Oak Park Township and the E.C.H.O. (Engaging Communities for Healthy Outcomes) initiative, improving alignment across local systems of care and expanding access to behavioral health and youth-serving resources.
Timing Considerations
The current Intergovernmental Agreement (IGA) is scheduled to expire on June 30, 2026, making Board action necessary to ensure continuity of services without interruption.
Financial Impact
The cost for the current agreement is $15,333 annually. The proposed IGA would increase the cost to the Village 3% annually over the next two years. The total cost to the Village would be $32,059.79 between July 2026 and June 2028. The 2026 budget includes $30,000 in funding under 1001.41020.101.53067.0000 for this initiative. No additional funds are needed in 2026 to support this agreement. The estimated 2026 costs are $15,563. Staff would include the needed funds in the 2027 budget to support the agreement (estimated at $16,029.90).
Operations Impact
The agreement is managed by the Community Services Division of Neighborhood Services with no additional staffing impacts. Staff time associated with this agreement is part of core service delivery. No changes to staffing levels or assignments are required.
DEI Impact
This Intergovernmental Agreement (IGA) advances the Village of Oak Park’s commitment to DEI by supporting coordinated, accessible youth and community services in partnership with Oak Park Township. The program is designed to improve access to behavioral health, prevention, and supportive services for populations that have historically experienced barriers to care, including youth and families from low-income households and individuals navigating mental health challenges.
Community Input
There has been no community input given in relation to this item.
Staff Recommendation
Approve the Intergovernmental Agreement (IGA) with Oak Park Township to continue coordinated youth and community support services.
Advantages:
• This action ensures continuity of services with no disruption to community-based supports.
• Builds on an established partnership with demonstrated outcomes.
Disadvantages:
• This action commits the Village to continued funding.
Alternatives
Alternative 1:
The Board can recommend that staff continue to review the program and return with additional information at a later time.
Advantages:
• Provides the Board additional time to evaluate program performance, outcomes, and alignments with Village priorities.
Disadvantages:
• Disruption in service if a new agreement is not in place before the contract expiration of June 30, 2026.
Anticipated Future Actions
If approved, Village staff will move forward with implementation of the agreement.
