Overview

The Street Division of the Public Works Department is responsible for maintaining 200 lane miles of public streets during and after snow events. Staff is requesting authorization to purchase a salt brine maker and dispensing station to support the Village’s snow mitigation program. This purchase will improve public safety by making roads more traversable during winter weather events and will also reduce the Village’s use of rock salt.

Background

The purchase of this equipment will allow staff to produce a salt brine solution that will be applied to Village roadways in advance of a winter weather event or during an event, in addition to rock salt. The use of salt brine at the onset and during a snow event helps prevent snow and ice from bonding to the pavement and decreases the amount of rock salt needed by activating the salt more quickly and reducing scatter off the roadway. Producing this material in-house is significantly cheaper than purchasing the material from another source and has the potential to reduce the Village’s salt use by 25%. In addition to the financial savings realized by the Village, the use of a salt brine solution has positive environmental benefits, particularly for plants and regional water sources. This project aligns with the Village’s Climate Ready Oak Park Plan Goal: DW05 - use best practices and smart technology to minimize or eliminate application of salt on roadways and parking lots during winter weather conditions.

 

Fiscal Impact

The Fiscal Year 2023 Building Improvement Fund budget includes $175,000.00 in account #3012-41300-101-491495 for the purchase and installation of a salt brine maker and associated equipment.

 

DEI Impact

This project aligns with the Village’s Climate Ready Oak Park Plan Goal: DW05-use best practices and smart technology to minimize or eliminate application of salt on roadways and parking lots during winter weather conditions.

The piece of equipment is proposed to be purchased through the Sourcewell Joint Purchasing Program in order to take advantage of the volume discounts involved in such joint purchasing efforts.

 

The Sourcewell Joint Purchasing Program, which the Village is a member of, provides member-centered solutions that enable government, education, and nonprofit agencies to work more efficiently, and leverage its resources to strategically reinvest in the communities they serve as an invaluable service cooperative partner. Sourcewell membership is available to all education and government entities, as well as nonpublic schools and nonprofit organizations.
