Background
On September 16, 2024, the Village approved a motion to allocate $35,132 in CDBG Public Facility Improvement funds for Thrive Counseling Center in PY2024. Due to the reduced cost of the original project, Thrive is requesting the balance of funds to be used to renovate administration offices into therapeutic office space. The current quotes for renovation are $1,182 less than the original grant award. Thrive is requesting that these funds be left in the contract as a contingency for any overage in construction costs.
Fiscal Impact
This agenda item has no impact on the fiscal year 2025 budget. The funds discussed have already been approved through the PY24 action planning process.
DEI Impact
The Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meet one of three national objectives. The three national objectives areas are: 1) Benefit to low-and-moderate-income (LMI) persons; 2) Aid in the prevention or elimination of slums or blight; and 3) Meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.
Oak Park CDBG program focuses on the first national objective which benefits low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ).

Citizen Advisory Commission Action
The Community Development Citizen Advisory Commission has reviewed the initial application and recommended funding in PY2024. As in the past, Village Staff will provide an update to the Commission.
Anticipated Future Actions/Commitments
If the Board adopts the proposed resolution, an update will be submitted to HUD.
Intergovernmental Cooperation Opportunities
As a member of the Cook County HOME Consortium, the Village communicates with Cook County on CDBG Public Facility Improvement, as they are the lead agency of the Consortium.
