Background
In accordance with Village policy and State law (65 ILCS 5/11-76-4), the Village may, by Ordinance, authorize the disposition of designated personal surplus property in order to dispose of items no longer usable to the Village. Because identified surplus items have limited revenue opportunities for selling and the cost of removing and transferring the items would supersede their scraping value, Village staff has identified a business, Garcia Property Maintenance, that will absorb a portion of the cost of removing said surplus items in trade for the value achieved by said company in scraping the items. The items brought forth in the recommended Ordinance have little to no resale value due to their condition or they have reached their useful life. The items identified for surplus include the following: 626 meter head casings that were replaced with Cale pay stations, 220 parking signs, and 4 meter coin collection carts. The contractor will also cut down and scrap 186 meter poles throughout the Village that are no longer in use, backfilling the holes that are left behind, where applicable.
Fiscal Impact
The contractor anticipates a credit will be applied to the project based on the financial return from scrapping the surplus materials. A receipt from the scrap yard will be provided to the Village along with the final invoice for the project. Pursuant to an Independent Contractor Agreement, the total not-to-exceed amount for the project is $6,091.18.
