Background

The subject property, which is functionally connected with the adjacent parcel to the west (6144 Roosevelt Road), is located near the northeast intersection of Roosevelt Road and Lombard Avenue in the RR Roosevelt Road Form-Based District. The lot is improved with a two-story building featuring several commercial tenants, and a pharmacy was recently operating from the front space at 6144 Roosevelt Road.

The applicant, a nurse practitioner, seeks special use approval to open a small 100-square-foot medical clinic for primary care, telehealth, and weight-loss wellness services in an office suite in the building located on the second floor. The Applicant would provide routine outpatient services by appointment only, with a limited daily patient volume. The proposal includes minor interior improvements; the space is two connected rooms, with one being used for office/administrative work and the other for seeing patients.

On February 9, 2026, the Project Review Team (PRT) reviewed the proposal. The PRT consists of representatives from various departments and divisions within the Village government. The Zoning Board of Appeals held a public hearing on this request on April 1, 2026. The Planning & Urban Design Division within the Development Services Department manage special use permit applications in preparation to bring them to the Village Board for final approval. This is a core service priority.

Timing Considerations

The Village Board must act on this application within 60 days of receipt of the Plan Commission recommendation. If the Village Board does not act upon the application within 60 days of receipt, the application is deemed denied.

Financial Impact

The cost of legal notice of $210 from Planning & Urban Design Division account number 1001.46202.101.550652.

There is no operating impact associated with this item. The item aligns with the department’s core service delivery. Approximately ten (10) hours of staff time have been put toward this item. Managing special use permit applications is a standard operating function of the Planning & Urban Design Division within the Development Services Department.

Community Input

The Zoning Board of Appeals held a public hearing on April 1, 2026. No one was present in opposition to the petition. The Zoning Board of Appeals finds that allowing the operation of the medical clinic as a special use permit is consistent with the Village’s Comprehensive Plan and is consistent with the spirit and intent of the Zoning Ordinance.

The Zoning Board of Appeals recommends to the Village President and Board of Trustees that the special use be approved by a 5-0 vote. Staff Recommendation

Adopt the Ordinance approving the special use permit for a medical clinic.

Advantages:

                     Approval would fill a small vacant commercial space with a licensed health practitioner.

                     Approval allows a clinic to use the second floor, which improves healthcare accessibility in the district and does not compete with ground-floor retail users in the area.

                     Approval aligns with creating a mixed-use, walkable district where people can work, shop, and access health services in the district.

                     The proposed mix of onsite clinic space and telehealth would allow the tenant to provide services to community members and others who cannot visit the site in person, expanding healthcare options. 

Disadvantages:

                     Alternative by-right commercial uses may be more supportive of the Roosevelt Road Form-Based District intent and purpose.

                     The Applicant would need to find an alternative location for the proposed use.

Alternatives

Alternative 1:

The Board can elect to deny the special use permit for the medical clinic.

Advantages:

                     Denial would allow the space to be available for a by-right use in the district.

Disadvantages:

                     The space is on the second floor of the building and has no street frontage, so an alternative user is unlikely to utilize the space for a more visible, pedestrian-oriented use.

                     The space would continue to be vacant.

Alternative 2:

The Board could remand the Application back to the Zoning Board of Appeals.

Advantages:

                     This alternative would trigger more review and information from the Applicant, staff, and the public.

Disadvantages:

                     This alternative would result in delays to the potential owner and operator of the medical clinic.
