Overview
An annual review of the expenses and revenues associated with the public parking system has been completed by staff. Based on the discussion from the October 22, 2015 Finance Committee meeting rate increases to the permit fees are being recommended.

This is a first reading. The Village Board can provide comments and suggested revisions during this time prior to a second reading and final adoption scheduled for November 16, 2015.
Fiscal Impact
The proposed FY 2016 Parking Fund recommended budget includes a proposed overall 2.5% increase to revenues in the Parking Fund. This would amount to a $10 increase to annual on-street employee daytime permit zones and a $5 increase to the monthly garage rates, annual on-street residential daytime permit zones, and quarterly permits fees for parking structures, off-street lots and on-street overnight parking zones.
Background
An annual review has been completed by staff of the expenses and revenues associated with the public parking system. As a result, a modest rate increase is proposed for the monthly garage rates, annual residential daytime permit zones and quarterly parking permit rates.
1. Increase the annual on-street employee daytime permit zone rate on January 1, 2016 from $100 per year to $110 per year.
2. Increase the parking garage monthly parking rates for twenty four (24) hour parking in the Holley Court and Avenue garages on January 1, 2016 from $120 per month to $125 per month.
3. Increase the annual on-street residential daytime permit zone rate on January 1, 2016 from $55 per year to $60 per year.
4. Increase the on-street overnight parking zone permit fees on January 1, 2016 from their current rates that range from $100 - $120 to per quarter to $105 - $125 per quarter.
5. Increase the daytime, overnight and 24 Hour Quarterly Parking Permit fees for parking garages and lots on January 1, 2015 from their current rates that range from $135 - $320 per quarter to $140 - $325 per quarter.
On a quarterly basis, the Village sells more than 5,300 permits for 24-hour parking, daytime parking and overnight parking. A spreadsheet is also attached that details specific rate changes.
Public notification was provided via the website and the recommendation was provided to the Finance Committee at their October 22, 2015 meeting.
Parking rates are based on a pyramid approach with the founding concept that the shortest term and most convenient parking should be the most expensive. As the customer purchases parking “time” in advance in increased quantities the equivalent cost per hour is reduced. For example, the most expense parking (when compared by rate per hour) is at a meter, where as much as $1 per hour is charged to park. By contrast a quarterly parking permit holder in areas with lower parking demand pay an hourly equivalent of 15 cents per hour. This discount is proper because the quarterly permit holder pays the Village for three months of parking in advance, regardless of actual utilization.
Alternatives
The Village could request additional information before increasing the fees for garages, lots and on-street overnight parking.
