Overview

The Engineering Division requested a proposal from V3 Companies to provide design engineering services for Project 24-8, Parking Lot 10 Improvements. V3 has previously provided design engineering services for the Village and has available, qualified staff to oversee the design of the project. The project, planned for construction in spring of 2024, includes reconstruction of Lot 10 with permeable pavements, lighting and electrical improvements, sidewalk improvements, and some streetscaping elements.

Background

The Engineering Division of the Public Works Department requested a proposal from V3 Companies to provide design engineering services for the Parking Lot 10 Improvement Project. Parking Lot 10 is located between Marion Street and Forest Avenue, north of North Boulevard. Parking Lot 10 was planned for reconstruction due to the condition of the pavements. The Village received Metropolitan Water Reclamation District (MWRD) funds to partially fund the construction costs to make Lot 10 a permeable parking lot, to reduce stormwater runoff. This project includes designing the reconstruction of the parking lot pavement with a new permeable pavement system with a brick paver surface; enlarging the sidewalk area at the west end of the parking lot to allow for outdoor dining opportunities near the Beer Shop; resurfacing of North Boulevard from Marion Street to Forest Avenue; replacement of an adjacent failing granite paver crosswalk on North Boulevard on the east side of Marion Street with a colored concrete crosswalk; replacing deteriorated sidewalk areas along the north side of Lot 10 adjacent to the businesses and residential areas; installing tree grates to protect and provide space for the existing trees along the north side of the parking lot as well as accommodating pedestrian needs; improving the landscaped median between Lot 10 and North Blvd to allow for better connectivity and accessibility; electrical work to accommodate additional electrical vehicle charging stations and capacity for special events; and landscaping. 

 

V3 Companies is currently performing a traffic study under a separate contract to determine if the Village should consider changing the traffic patterns and making Lot 10 one-way westbound which would improve the layout of the North Boulevard and Forest intersection but may have impacts to the operation of the Marion Street and North Boulevard intersection. The results of this traffic study are not yet known but the results will potentially be incorporated into the design of this project for any changes to traffic flow. 

 

The design of the project is anticipated to be substantially complete in 2023 in order to comply with the timelines associated with the MWRD grant funds. Pending Village Board approval, construction would be planned to start in the late spring of 2024. 

 

V3 Companies is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process. The not to exceed cost for the design engineering work for this project is $92,488.

 

Fiscal Impact

There is $2,610,737 in available funds to account for the $92,488 needed for the engineering design of this project in the FY23 Capital Improvement Fund Budget in account # 3095-43780-101-570706 (Public Works - Engineering).

Previous Board Action

On September 5, 2023, the Village Board approved an Intergovernmental Agreement by and between the Village of Oak Park and the Metropolitan Water Reclamation District of Greater Chicago for the Design, Construction, Operation, and Maintenance of the Green Alleys and Parking Lot 10 Project in Oak Park, Illinois.

 

On September 20, 2021 the Village Board approved a Three-Year Master Agreement with V3 Companies, Ltd. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.
