• On March 4, 2025, the Village Board passed RES 25-151 A Resolution Approving an Extension of an Independent Contractor Agreement with Thrive Counseling Center Through October 31, 2025.
Background
The proposed amendment extends the Village’s current agreement with Thrive Counseling Center from July 1, 2026, through December 31, 2026, to allow for continuity of behavioral health co-response and crisis intervention services while the Village evaluates and prepares for Phase 2 of Alternative Response to Calls for Service.
This item supports the Village Board’s goals related to community safety and cross-departmental coordination to improve outcomes for residents experiencing a crisis. The agreement extension also supports the Village’s continued implementation efforts associated with the Community Emergency Services and Support Act (CESSA) and broader alternative response initiatives.
The Village Board has previously considered and approved multiple agreements and amendments related to Thrive Counseling Center services since 2019. The current agreement is scheduled to expire on June 30, 2026.
On June 16, 2026, the Village Board will consider staff recommendations related to Phase 2 for an Alternative Response to Calls for Service Program. If approved, staff anticipate returning to the Board later in 2026 with a new annual agreement beginning January 1, 2027. The proposed six-month extension is intended as a bridge to that new agreement.
The Neighborhood Services Department has led coordination efforts related to this item in collaboration with the Police Department and Thrive Counseling Center. Staff have evaluated operational needs, reviewed program performance and service delivery considerations, coordinated internally on Phase 2 planning efforts, and assessed timelines necessary to support a smooth transition into a future expanded service model.
Timing Considerations
The current agreement with Thrive Counseling Center expires on June 30, 2026. Approval of the proposed amendment prior to that date is necessary to avoid a lapse in behavioral health co-response services while the Village continues planning for Phase 2 implementation of the Alternative Response to Calls for Service Program.
The proposed extension is intended to serve as a transitional period ahead of a future agreement anticipated to begin January 1, 2027.
Financial Impact
The six-month renewal would begin July 1, 2026, and conclude on December 31, 2026. This funding renewal would be from account 1001.42400.101.530660. Funding for this extension is already budgeted for 2026.
Operations Impact
Implementation and oversight of the proposed agreement amendment will require continued coordination between the Neighborhood Services Department, Police Department, and Thrive Counseling Center.
Administrative oversight of the Thrive agreement will transition from the Police Department to the Neighborhood Services Department over the course of 2026. This operational shift is intended to provide increased programmatic oversight and stronger alignment with the Village’s broader alternative response initiatives. The transition also aligns with recommendations identified in the BerryDunn Report and recommendations from the Village’s Mental Health Task Force, both of which encouraged the reduction of law enforcement involvement in non-criminal behavioral health crises when appropriate.
The Police Department staff will continue to collaborate operationally on co-response coordination, emergency response protocols, and program evaluation efforts.

The proposed agreement extension supports continued access to community-based behavioral health crisis response services for residents experiencing mental health crises.
The co-response model is intended to provide supportive, trauma-informed, and service-oriented responses to behavioral health crises while reducing unnecessary law enforcement involvement when appropriate.
Community Input
The amendment is intended to maintain continuity of existing co-response services while the Village continues Phase 2 planning efforts.
While there was no direct public input associated with this specific contract extension, broader community discussions and stakeholder engagement regarding behavioral health crisis response, alternative response models, and community safety have occurred over several years through Village initiatives, meetings, and task force discussions.

Staff will also begin planning for the 2027 agreement and funding structure to align with anticipated Phase Two operations, contingent upon Board approval.
