Overview

The CIP Building Improvement Fund includes a remodeling project at the north fire station that staff identified as a priority for 2017.  The project involves the remodeling of the second floor bunk room, stairway to second floor and first floor bathroom and staff recommends moving forward with this project to improve the conditions at the north fire station.

Fiscal Impact

The FY 2017 Capital Improvement Building Improvement Fund Budget provides a total of $90,000 for the north fire station bunk room, first floor (apparatus floor) bathroom and stairway to second floor remodeling project in account no. 3012-43790-101-540673.  $50,000 is budgeted for the bunk room, $10,000 is budgeted for the apparatus floor bathroom and $30,000 is budgeted for the stairway.  To date, no funds have been spent for this work.

 

The proposed not to exceed amount of this contract would be $86,500.00 - total proposal base bid cost of $78,680.00 plus $7,820  (approx 10%) for unforeseen conditions or unanticipated changes to the scope of work. 

 

Background

The Department of Public Works issued a Request for Proposals on March 22nd, 2017 for the north fire station bunk room, stairway and bathroom project.  A pre-proposal meeting was held on March 29th.  Four contractors attended the meeting.  Four proposals were received.  Builders Land, Inc. submitted the lowest proposal, but later retracted their proposal thereby forfeiting their bid bond.  Chicagoland Renovations submitted the next lowest proposal.  Chicagoland Renovations recently completed the soundproofing project in the Village Clerk’s Office at Village Hall and performed very well. 

 

To improve the efficiency, safety and daily operations of fire department staff at the north fire station, staff prepared a scope of work to remodel the second floor bunk room (including a portion of the adjacent media room), stairway to second floor and first floor bathroom.  The north fire station is a very old building with some original construction, such as the stairways and media room closets on the second floor, still in place.  Remodeling of the second floor bunk room would include new lockers, flooring and ceiling as well as partition walls to provide privacy between bunks.  The existing stairs to the second floor have broken risers and treads and pose a trip hazard for fire department staff.  The restroom on the apparatus floor has leaking plumbing behind the wall where the sink and toilet is mounted.  Repairing and improving these conditions is highly recommended.
