Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Background

The Village was awarded $310,125 in funding from ILEPA’s DACIL-VW program for one (1) new Class 8 all-electric truck and charging equipment.

Timing Considerations

It is advantageous to get the agreement signed as quickly as possible to begin purchasing the equipment.

Budget Impact

A budget match of $103,375 is required as a 25% match for this program. This match covers both the purchase of a new electric semi-truck for the Village and the installation of a Level 2 charger in the Public Works facility.

The funds for the charger installation match are budgeted in the Village’s Building Improvement Fund, GL 3012.43790.200.540673.

Concurrently, ComEd will be reimbursing the Village for up to $80,000 as part of its reimbursement program for electric vehicles in non-attainment areas. The funding from ComEd is a reimbursement similar to a rebate and requires Village funds to be spent first. Funding for the match for the electric vehicle will be drawn from the Public Works Vehicle Replacement Fund, GL 3032.43900.858.570750. An overview of the funding is listed below:

Estimated Total Project Cost: $413,500

Estimated Total Cost of Vehicle: $400,000

Estimated Total Cost of Charging Equipment: $13,500

Grantor Share of Vehicle Cost (1 Truck): $300,000 (75% of Vehicle Costs)

Grantee Share of Vehicle Cost (1 Truck): $100,000 (25% of Vehicle Costs)

Grantor Share of Charging Equipment Cost: $10,125 (75% of Charging Equipment Costs)

Grantee Share of Charging Equipment Cost: $3,375 (25% of Charging Equipment Costs)

TOTAL GRANT AWARD: $310,125

TOTAL GRANTEE SHARE: $103,375

COMED REBATE: $80,000

TOTAL GRANTEE SHARE AFTER REBATE: $23,375

Advantages:

                     This action will allow the Village to purchase new work equipment with significantly fewer emissions, at a highly reduced cost.

Disadvantages:

                     This action requires the use of funds to serve as a match for the grant.

Alternative 1:

The Board can reject the Resolution.

Advantages:

                     This action will save funding that would be required for the match for the DACIL program.

Disadvantages:

                     The Village will not be able to purchase cleaner vehicles at a significantly reduced price.

                     This action is in misalignment with the Village Board goals and CROP plan.

Alternative 2:

The Board can request additional information.

Advantages:

                     The Board will be provided with additional information requested.

Disadvantages:

                     This action may result in a delay in receiving funding.
