Overview
The Village previously issued an RFP for Sworn Testing Services on March 6, 2019. Pursuant to Village Code, the Village uses an independent service provider who specializes in public safety recruitment to conduct standardized testing. Such testing assists the Village in the establishment of entry-level police and fire eligibility lists for filling sworn vacancies as well as promotional eligibility lists for certain sworn positions.

Fiscal Impact
The FY21 budget provides funds for professional services for fire and police testing. The Village anticipates the following tests shall be conducted in 2021 and 2022:
Entry Level Police Officer (current list expires Jan 2022): $10,560
Police Sergeant (current list expires Aug 2022): $30,355
Fire Battalion Chief (current list expires Dec 2022): $23,285
Background
The Village issued an RFP for these services on March 6, 2019. Industrial/Organizational Solutions, Inc. (IO Solutions) was selected as a well-respected provider in the field of hiring and recruitment for police and fire positions. Because of the complexity and highly technical nature of the sworn hiring process, it is necessary to utilize a firm with such specialty.
The Village must establish eligibility lists for the purpose of filling sworn vacancies within the public safety departments. Lists remain in effect until exhausted or expiration which may be one to three years from creation, depending on the position. The request for extension and amendment allows the Village to proactively plan for testing through the end of 2022 while planning to issue a Request for Proposals in Q2 or Q3 of 2022.
The Village remains committed to building public safety departments that are responsive to and reflective of the community.
Alternatives
A new competitive RFP could be extended in 2021. The process for posting, bidding, and selection typically takes three to four months.
Previous Board Action
The Board previously approved a professional service agreement with IO Solutions on July 29, 2019, and subsequently renewed the Agreement on January 25, 2021, for the purpose of conducting Police Sergeants Promotional Testing in 2021.
