Overview
The Engineering Division requested a proposal from TranSystems Corporation to provide construction engineering services for the Madison Street Improvement Project. The project includes water main, streetscaping, traffic calming, landscaping, signal improvements, and roadway reconstruction on Madison from Oak Park Avenue to East Avenue. TranSystems has previously provided construction management services for large projects similar to this on Lake Street and is best qualified to perform the work.

Background
The Engineering Division requested a proposal from TranSystems for providing construction engineering services for the Madison Street Improvement project. TranSystems has previously completed construction engineering services for large projects in the Village such as Lake Street and the Oak Park Avenue Resurfacing project and has done an excellent job of managing these projects and communicating with the various residents and businesses being impacted by the work and are best qualified to oversee the Madison Street project. As part of this contract TranSystems will also provide construction inspection, oversight, and coordination between the projects for the streetscaping work being done by the Pete’s Fresh Market development for their work in the public right of way. TranSystems is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process.
Fiscal Impact
This project is funded using local Capital Improvement Funds and Water and Sewer Funds per the table below. The project is also using 2023 and proposed FY24 funds since the project will occur over both years.

Previous Board Action
On September 20, 2021 the Village Board approved a Three-Year Master Agreement with TranSystems Corporation for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.
