Overview

Overview

This renewal of the Professional Services Agreement will result in the continuation of the outsourcing of day-to-day large project plan review and inspection activities, not currently handled by in-house staff in the Permit Processing Division of the Development Customer Services Department, in order to provide optimum customer service. The not to exceed contract amount is $1,117,550 for 2024, a 3% increase from the 2023 agreement.

Background

In order to continue to provide optimum customer service, the Village outsources both inspections and plan review for most large projects. In addition, the outsourced firm provides back-up inspection activities when Village staff is not available.

 

The Village initially contracted HR Green to serve as the outsourced firm beginning in 2015. A Request for Proposals (RFP) was issued on May 3, 2017 and the Village Board approved retaining the services of HR Green for 2018. As permitted in the agreement, the Village renewed the agreement for two additional years of service for 2019 and 2020.

 

Another RFP was issued on August 31, 2020, seeking proposals for inspections and plan review services for an initial term of January 1, 2021 - December 31, 2023, with the option to renew the agreement at its discretion for two (2) additional one (1) year terms. The RFP staff review team unanimously recommended the Village continue its contractual arrangement with HR Green, Inc and the Village Board approved the agreement for the term of January 1, 2021 through December 31, 2023.

 

Village staff recommends renewing the agreement for a one-year term of January 1, 2024 through December 31, 2024.

 

Fiscal Impact

The proposed FY 24 Budget includes $1,117,550 for the contractual services of inspections and plan reviews within account # 1001-46250-101-530667 (External Support). This represents a 3% increase from the 2023 agreement.

 

DEI Impact

Service provided by the consultant allows for superior oversight of construction in the Village.

 

Alternatives

The Village Board could direct that additional specialized in-house Village staff be hired to perform the inspection and review services. Staff does not recommend this alternative.

 

Previous Board Action

On December 5, 2022, the Village Board approved RES 22-309, renewing the professional services agreement for 2023 in the amount not to exceed of $1,085,000.

 

On December 7, 2020 The Village Board approved RES 20-223 for a professional services agreement with HR Green for inspections and plan review services for an initial term of January 1, 2021 - December 31, 2023, with the option for two (2) additional (1) year terms.
