Overview

Competitive bids were opened on May 28, 2015, for the Resurfacing of Various Streets Project 15-15.  Four contractors picked up bid documents and three bids were received.  The low responsible bid was submitted by GA Paving, LLC. in an amount of $834,900.00.  GA Paving has agreed to reduce the project scope to fit within the budgeted amount of $778,169.

Fiscal Impact

The costs for project would be funded through the Capital Improvement Fund for Local Street Construction account no. 3095-43780-101-570951 which has $660,100 in remaining funds for the project as well as the Parking Fund for Off-Street Parking - Parking Lots Capital Improvements account no. 5060-43770-787-570705 which provides $100,000 in funds for this project. 

 

This project also includes the installation of a traffic diverter on the 1200 block of Woodbine should the Village Board approve a Special Service Area to fund the installation of the diverter.  The cost for the installation of the diverter is $18,069 and would be funded through general fund balance.  The revenue from the Special Service Area would pay the general fund back over the period of the assessment.

Background

This is the second contract for street resurfacing and this project includes the resurfacing of 12 blocks on 8 different streets throughout the Village, as well the off-street angled parking lot SB4 on South Boulevard from Scoville to Elmwood.  The streets included under this contract typically only require patching of curb and gutter, upgrading corners to be in compliance with ADA requirements, and a resurfacing of the asphalt surface layer.   An attachment shows the specific work locations in this contract.

 

This project also includes the resurfacing of the off-street angled parking lot SB4 on South Boulevard from Scoville to Elmwood.  Additional parking lot resurfacing funds are included in this contract should there be need for resurfacing additional off-street parking lots.  

 

This project also includes the installation of a traffic diverter on the 1200 block of Woodbine should the Village Board approve a Special Service Area to fund the installation of the diverter.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On May 18, 2015 the Village Board approved a motion to install a traffic diverter on the 1200 block of Woodbine pending the approval of the SA process.
