Recommended Action
Concur with the Transportation Commission's recommendation to expand Overnight Permit Parking Zone Z1 adjacent to 6104 Roosevelt Road.
This is a companion item to ORD 26-144, An Ordinance approving a planned development at 6104 Roosevelt Road.
Prior Board Action
There is no prior Board action associated with this item.
Background
The approved mixed-use development at 6104 Roosevelt Road includes twenty-eight (28) residential dwelling units served by sixteen (16) on-site parking spaces. During the development review process, the developer requested the expansion of Overnight Permit Parking Zone Z1 to provide additional overnight parking opportunities for future residents.
Parking & Mobility Services staff evaluated the request and determined that twelve (12) on-street parking spaces located along S. Taylor Avenue, S. Humphrey Avenue and Lyman Avenue are within the Village's established 750-foot overnight permit eligibility distance. Staff presented the request to the Transportation Commission, which conducted a public hearing, reviewed the staff analysis, considered public input, and recommended approval of the proposed expansion.
Timing Considerations
There are no specific timing considerations associated with this item.
Financial Impact
There is no direct fiscal impact associated with this recommendation. Any costs associated with updating parking signage and program materials will be accommodated within the parking operating budget. Future overnight permit sales may generate modest additional permit revenue.
Operations Impact
The proposed expansion will be administered through the Village's existing Overnight Permit Parking Program. Staff will update permit boundaries, parking signage, permit maps, and program materials using existing resources. No additional staffing is required.
DEI Impact
The recommendation promotes equitable access to overnight parking by expanding permit opportunities consistent with the Village's established Overnight Permit Parking Program and eligibility criteria.
Community Input
On August 10, 2026, the Transportation Commission held a public hearing to consider the proposed expansion. The Commission reviewed the staff analysis, received public input, and recommended approval of the request.
Staff Recommendation
Staff recommends that the Village Board concur with the Transportation Commission's recommendation to expand Overnight Permit Parking Zone Z1.
Advantages:
• Provides additional overnight parking opportunities for residents of the approved mixed-use development.
• Maximizes the use of existing on-street parking resources.
Disadvantages:
• Expands the Village's ongoing responsibility for administering and enforcing the Overnight Permit Parking Program.
• May establish a precedent for similar requests from future developments with limited on-site parking.
Alternatives
Alternative 1:
Do not concur with the Transportation Commission's recommendation.
Advantages:
• Maintains the existing boundaries of Overnight Permit Parking Zone Z1.
• Does not require updates to parking signage, permit maps, or program administration.
Disadvantages:
• Does not address the overnight parking demand associated with the approved development.
• May increase demand for overnight parking in surrounding areas.
Alternative 2:
Modify the proposed expansion by approving fewer than the twelve (12) recommended overnight permit parking spaces.
Advantages:
• Provides additional overnight parking opportunities while limiting the overall expansion of Zone Z1.
• Balances the parking needs of the development with preserving on-street parking availability in the surrounding neighborhood.
Disadvantages:
• May not adequately address the overnight parking demand associated with the approved development.
• Requires staff to revise the proposed parking plan, signage, permit maps, and related program materials.
