Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

On June 4, 2018, the Village Board approved the draft Program Year 2018 Action Plan and released it for a 30-day public comment period, which has now passed.  There were no public comments received during the 30-day public comment period.

 

The draft Program Year 2018 Action Plan included proposed Community Development Block Grant and Emergency Solutions Grant grant activities, including funding levels recommended by the Community Development Citizens Advisory Committee for numerous non-profit agencies. The Village Board is now being asked to approve the final Program Year 2018 Action Plan so that it can be submitted to HUD in August.

Staff Recommendation

Approve the resolution enabling the Village Manager to submit the Action Plan to the U.S. Department of Housing and Urban Development by the required August deadline.

 

Fiscal Impact

In May of 2018, HUD posted the Program Year 2018 allocations committed to the Village of Oak Park. The Village is entitled to $1,686,004 in Community Development Block Grant funds and $137,063 in Emergency Solutions Grant funds for Program Year 2018, which begins October 1, 2018 and ends September 30, 2019. 

 

Background

Every year, the Village must submit an Action Plan to the U.S. Department of Housing and Urban Development (“HUD”) in order to receive Community Development Block Grant and Emergency Solutions Grant funding. On June 4, 2018, the Village Board accepted the Community Development Citizens Advisory Committee (“CDCAC”) funding recommendations for numerous local non-profit agencies and released the draft Program Year 2018 Action Plan for the required 30-day public comment period. There were no public comments received during the 30-day public comment period. 

 

Approval of this proposed resolution is required, so that the final Program Year 2018 Action Plan can be submitted to HUD in August.  No changes have been made to the draft Action Plan first considered by the Village Board on June 4, 2018.

Previous Board Action

On June 4, 2018, the Village Board approved the CDAC recommended projects and funding levels and released the draft Program Year 2018 Action Plan for a 30-day public comment period.  The public comment period has now ended.  No public comments were received by the Village.

 

Citizen Advisory Commission Action

In March and April of 2018, the CDCAC reviewed applications, heard presentations and made recommendations to the Village Board with regard to Community Development Block Grant and Emergency Solutions Grant allocations for Program Year 2018 funding. The Village Board approved those CDCAC funding recommendations at its June 4, 2018 meeting.

 

Anticipated Future Actions/Commitments

The Program Year 2018 Action Plan will be submitted to HUD on or before August 15, 2018.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME program Consortium, the Village is submitting the Program Year 2018 Action Plan to HUD in partnership with Cook County.

A Governance Priority established for the Neighborhood Services Division of the Development Customer Services Department is “CDBG Administration.”
