Introduction

The Engineering Division requested a proposal from Edwin Hancock Engineering Co. to provide design engineering for the 2027 Alley Improvement Project. Edwin Hancock previously completed designs of alley projects in the Village and is most qualified to perform these services.  Design work for the 2027 alley project would start in the fall of 2026 so that construction could start in the spring of 2027.

Recommended Action

Adopt the Resolution.

Prior Board Action

The Board has taken the following prior actions:

                     The Village Board renewed the Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services in 2026 on December 9, 2025 (RES 25-355).

                     The Village Board approved the Renewal of the Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services in 2025 and authorized its Execution on December 3, 2024 (RES 24-387)

                     The Village Board approved a Three-Year Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One-Year Periods on September 21, 2021 (RES 21-220).

Background

The Engineering Division requested a proposal from Edwin Hancock Engineering to provide professional engineering services for the design of the 2027 alley improvement project. Edwin Hancock has previously completed design engineering for similar alley projects in the Village.  Edwin Hancock is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process. 

The proposed 2027 alley improvement project includes replacing 13 alley segments throughout the Village with an estimated construction budget amount of $2.1M in local Capital Improvement Funds and $450,000 in CDBG Funds. The proposed design work includes designing approximately 9 alley segments for construction in 2027, since 4 alley segments were previously designed by Edwin Hancock in 2025-2026.

 

Timing Considerations

Adoption of the Resolution at this time will allow the consultant to prepare plans and obtain permits promptly in order to bid a project in late winter for a spring start of construction. 

Financial Impact

There are available funds in the FY26 Budget for this work in the Capital Improvement Fund Public Works - Engineering, Alley Improvements account no. 3095.43780.101.570964.

Adopt the Resolution

Advantages:

                     This contract will allow for the procurement of needed services.

                     There are no disadvantages to the recommendation.

                     Board Members would be presented with the additional information they requested.

Disadvantages:

                     The timing of the eventual Board action will impact the desired implementation schedule.

                     There is no staff or other consultants currently identified for overseeing the design of the 2027 alley improvement project.

Anticipated Future Actions

There will be a separate future contract presented to the Village Board for the construction of the 2027 alley improvements in early 2027.
