Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

The Public Works Department is responsible for street sweeping all Village streets.  To assist in this effort, a contractor is utilized.  Waste Management performed this work last year after a competitive bidding process.  This item would renew the agreement as the first of two possible one year renewals.  The current agreement ends August 31, 2020.

Fiscal Impact

In the Fiscal Year 2020 Street Services budget, there is $90,000.00 to perform street sweeping services in the General Contractuals account no., 1001-43740-761-530660.   This budget line item was reduced from $140,000.00 to $90,000.00 as a result of a budget amendment in response to the COVID-19 pandemic.

 

Proposed in the Fiscal Year 2021 budget is $105,000.00 for these services.

 

Per the terms of the initial agreement, the contractor may request an increase for their services in an amount no greater that the latest published Consumer Price Index (CPI), not to exceed 5%.  As shown on the attachment, the latest CPI was 1%.

 

Background

The Village is responsible for maintaining approximately 250 lane miles which includes the sweeping of main arterials and residential streets as well as the twelve separate Business District areas.  This contractor also assists in sweeping streets at the end of the fall leaf pickup operation.

 

As a result of the COVID-19 pandemic and in an effort to reduce costs, this service was reduced from nine Village wide sweepings to six.  The proposed renewal is for six sweepings.

 

Competitive bids were opened on June 19, 2019 in response to a call for bids for 2019-2020 Village Wide Street Sweeping Services that was sent out on June 5, 2019.  Three bids were received.  The low responsible bid was submitted by Waste Management, Inc.

 

Waste Management of Illinois, Inc. has done this work for the Village for the last seven years. They have provided responsive and quality work.

 

Typical agreements with Village contractors include the possibility of renewing the agreement for two additional one year terms after the initial one year agreement. This would be the first of two additional periods.

 

 

Alternatives

The Village Board could delay action to gain additional information.

The Village Board has approved this contractor’s work renewals for this type of work annually in the past.

Anticipated Future Actions/Commitments

It is anticipated that the Public Works Department will be bringing this agreement for another renewal consideration in 2021.
