The Village Zoning Ordinance, pursuant to Sections 3.1 (Summary Use Matrix) and 4.5.2 H (Day-Care Centers), requires a special use permit to operate a duly licensed day-care center in the B-1/B-2 General Business District.

Refer this special use permit application to the Zoning Board of Appeals for the purpose of holding a public hearing thereon pursuant to Section 2.2.5 of the Zoning Ordinance.

Background
The proposed tenant space is located just east of Elmwood Avenue on North Avenue. As stated above, the property is located in a B-1/B-2 General Business District wherein Section 3.1 (Summary Use Matrix) and Section 4.5.2 H (Day-Care Centers), require a special use permit to operate a duly licensed day-care center.
The proposed center will provide services to approximately 24 infants, 16 toddlers 24 pre-schoolers (2 years-5 years), and will include approximately 5 students in their before/after school program. The center will operate between the hours of 7:00 a.m. to 6:00 p.m. Monday-Friday and will employ approximately 14 staff members.
Alternatives
The Village Board may refer this application to any appointed or elected commission or committee, including but not limited to the Plan Commission, for the purpose of holding a public hearing thereon pursuant to Section 2.2.5 of the Zoning Ordinance.

Anticipated Future Actions/Commitments
The Zoning Board of Appeals, following the hearing, shall transmit to the Village Board a written report of its findings as to compliance of the proposed special use with the standards listed in Section 2.2.3 (D) (Standards) and giving its recommendations.

Zoning and land use matters are unique to Village government within the corporate limits of Oak Park and therefore, intergovernmental cooperation opportunities do not exist.
