Recommendation

Recommendation

Adopt the Resolution.

Background

V3 Companies has been overseeing the construction of the Austin Boulevard Sewer Improvement Project being constructed by Millennium Contracting.  The construction project experienced delays primarily associated with permitting requirements from Union Pacific Railroad and by Illinois Department of Transportation (IDOT) which resulted in V3 having to oversee the project beyond the anticipated hours in their original Task Order and proposal.

The Union Pacific (UP) permitting delays were associated with UP issuing approvals for the contractor to start work for inspecting and repairing the sewer and replacing the roadway under the UP viaduct between North and South Boulevards.  The IDOT permitting delays were associated with the IDOT permit for traffic control associated with the emergency water supply disconnection at the Roosevelt Road and Austin Boulevard intersection.  These delays were outside of V3 or the contractor’s ability to control but extended the duration of the project.   Overall construction of the project was completed under the awarded dollar amount and there are savings from the construction contract that will cover the costs associated with this amendment.

Fiscal Impact

There is $2,687,414 available for this amendment in the Fiscal Year 2024 Budget in the Water & Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040.43750.781.570707.
