Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Introduction

overview

On March 14, 2025, the Village of Oak Park Police Department submitted a request for proposals (RFP) from qualified firms that wished to manage and administer a program for towing services. Two proposals were submitted, reviewed, and an extensive background investigation was conducted. Upon the conclusion of the review and subsequent evaluation, it was concluded that O’Hare Towing Service was the most capable firm to fit our needs due to a variety of factors, including a capacity for storage and 24-hour customer service.

Background

Two companies submitted proposals by the deadline of 5:00 p.m. (CST) on April 14, 2025. The two agencies are (1) O’Hare Towing, 2424 Wisconsin Ave., Downers Grove, IL, and; (2) Area Towing, 1401 N. 1st Avenue, Melrose Park, IL.

O’Hare Towing has previously provided towing services to the Village.

The evaluation process included a Selection Committee that consisted of staff from Adjudication, Parking and Mobility Services, Police, Legal, and Fleet Services. Additionally, a Detective from Investigations performed an unannounced site visit to both vendors submitting proposals.

Timing Considerations

The deadline to approve this Resolution is June 7, 2025, as the current Agreement ends on June 7, 2025.

Budget Impact

By designating O’Hare Towing as the Village’s vendor, they will serve as the tow firm the Village calls when a vehicle needs to be seized, relocated, or impounded. In some cases, the vehicle owner will reimburse the Village for towing fees. The Village can incur incidental costs as defined in the contract for various services, and funds are appropriated in the adopted budget annually.
