Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The request is for a text amendment to the Zoning Ordinance to allow, as a permitted use, a small format fully-enclosed vehicle dealership within the NC- Neigborhood Commerical zoning district where such use is not currently allowed.  The Zoning Ordinance does allow, fully-enclosed vehicle dealerships in the DT- Downtown District, GC- General Commercial District, MS-Madison Street District, NA-North Avenue District, and RR-Roosevelt Road District as apermitted use.

Background

An application was submitted by Eric Shropshire with Quadrant Motors, Inc., requesting an amendment to the Zoning Ordinance relative to allowing a small vehicle dealership that is fully enclosed in the NC-Neighborhood Commercial zoning district in addition to the current zoning districts that allow Vehicle Dealerships mentioned above.  This request would allow the Applicant to operate a small vehicle dealership at 7 Lake Street, the former Minit Carwash location.  The dealership will have a limited inventory on site of premium and exotic cars and motorcycles.  Attached is a proposed floor plan of their proposed layout of the space as well as a proposed elevation change for this particular location.  The Applicant will start out with approximately 2,400 square feet of space.  The proposed Zoning Ordinance text amendment establishes a limit on the size of the small dealerships between 2,000 and 5,000 square feet.  NOTE: The Applicant has agreed to allow a width reduction in the existing curb cut along Lake Street. This reduction will not only reduce the pedestrian and vehicular conflicts, it creates additional on-street parking spaces along the south side of Lake Street. The Applicant will incorporate an art gallery, currently a permitted use, in addition to the motor vehicle sales at this site.

Citizen Advisory Commission Action

The Plan Commission reviewed this application at their meeting of August 1, 2019 and has indicated their unanimous support for the Zoning Ordinance text amendment. The Plan Commission discussed the proposed business and operation.  Mr. Shropshire indicated a desire to have events inside and outside of the business.  He understood a Special Events permit would be necessary for outdoor events on public property.  He was also aware of the limited parking in the area and would be sensitive to preserving public parking space for patrons of the area. There was no public comment regarding this application.
