Overview
CMAP is performing pavement management plans throughout the region in order to determine the condition of the roadways for best utilizing local tax dollars as well as allocating future federal funds for needed improvements. CMAP has asked if the Village of Oak Park would like to be included in this project. The work involves inspecting and rating the Village’s roadways conditions and developing pavement management plans based on different budget scenarios. CMAP will do the work at no cost to the Village.

Fiscal Impact
There is no fiscal impact to the MOU. CMAP will provide the pavement inspection and management work for no cost to the Village.
Background
In 2018 CMAP established a pilot grant program for creating Pavement Management Programs (PMP) for municipalities in order for municipalities to prioritize investments that extend the life of their pavement. Prioritized investment guides CMAP's approach to addressing the region's infrastructure investments as a core focus of ON TO 2050, the region's comprehensive plan. The Village of Oak Park requested inclusion in the grant program at the time but was not one of the 12 communities chosen for the pilot program. Since that time CMAP secured an additional $2 million of IDOT State Planning and Research (SPR) grant funds to expand the program. CMAP has selected Oak Park to be included in this expanded program.
With the PMP’s work, CMAP’s consultant will gather pavement condition data, pavement construction history, and information on pavement repair practices. They will then use this information and work with Engineering Division staff to prepare a customized PMP tailored to the Village’s needs. An example of a completed PMP for Berwyn is included in the agenda item’s materials for reference.
Pavement management programs are a form of asset management which seeks to optimize life-cycle costs of achieving and sustaining a desired target condition instead of prioritizing the repair of assets in worst condition first. PMPs incorporate a systematic process for pavement preservation and maintenance and repair (M&R) activities in their annual capital improvement plans. Pavement management programs allow the Village to identify roadway segment candidates for pavement preservation and M&R activities. Preservation techniques such as crack sealing, localized patching, and microsurfacing help extend the life of pavements economically, if done correctly and used at the appropriate time.
The Village has historically used Capital Improvement Funds to do this work for collecting pavement condition data using consultants about every five years. The last time the Engineering Division had the pavements inspected and developed pavement condition scores was in 2013. Due to recent budget reductions redoing this pavement condition inspection work was deferred. CMAP’s PMP will allow for the Village to have this work done at no cost to the Village.

The alternative to this recommendation could be to delay action to gain additional information.

Anticipated Future Actions/Commitments
Pending Village Board approval, CMAP will present the results of the pavement management plan at a future Village Board meeting or Finance Committee meeting.
Results of the pavement management plan will be used to develop future Capital Improvement Plans and budgets for street resurfacing and reconstruction projects.
Intergovernmental Cooperation Opportunities
The MOU involves the Village working together with CMAP to help manage the Village’s pavements.
