Recommended Action

Approve the Resolution.

Prior Board Action

The Board has taken the following prior action:

•                     In December 2025, the Village entered into a Professional Services Agreement with Securitas Security Services USA, Inc. for security staffing at Village parking structures and Village Hall, with initial-term authorizations of $750,000 and $50,000, respectively.

Background

Providing security at municipal parking facilities is a core service priority of the Village. The existing Securitas agreement supports monitoring, customer assistance, and security operations at Village parking structures and Village Hall.

Following a recent series of vehicle break-ins at Avenue Garage, staff reviewed opportunities to enhance the security presence at the facility. Staff proposes adding an overnight security officer from 10:00 p.m. to 6:00 a.m., seven days per week, supplementing existing coverage rather than creating a new security program.

The security officer will conduct foot patrols, monitor facility activity, assist garage users, maintain activity reports and shift pass-down information and coordinate with Village personnel and the Oak Park Police Department as needed. This additional visibility is intended to deter unauthorized activity and improve incident detection and response.

Timing Considerations

The additional overnight security officer is scheduled to begin November 1, 2026. Board approval of the agreement amendment will support implementation on that date. The submitted quote estimates 11 weeks of service.

Financial Impact

A budget amendment is required to reallocate funds from Acct # 5060.43770.784.530667 in the amount of $20,722.56.

Operations Impact

The additional officer will provide overnight monitoring and customer assistance at Avenue Garage, including patrols and activity reporting. Parking and Mobility Services will continue oversight and coordinate incident follow-up with Securitas and the Oak Park Police Department as needed. No additional Village staff positions are proposed.

DEI Impact

There is no DEI impact associated with this item.

Community Input

Following the recent series of vehicle break-ins at Avenue Garage, Parking and Mobility Services received concerns from numerous residents and garage users whose vehicles were impacted. Additionally, local businesses expressed concerns regarding the safety and security of the garage for their employees and customers. These concerns highlighted the need for increased security visibility and additional measures to deter unauthorized activity. The proposed overnight security coverage is intended to address these concerns by providing a consistent security presence and enhancing the overall safety of the facility.

Staff Recommendation

Staff recommends approving the amendment to enhance existing security operations at Avenue Garage with a dedicated overnight officer.

Advantages:

•                     Provides a visible overnight security presence seven days a week

•                     Improves patrol coverage, incident documentation, and assistance to garage users.

•                     Uses the Village’s existing contracted security provider.

Disadvantages:

•                     Increases contractual spending by $20,722.56 and requires a corresponding budget amendment.

•                     Additional staffing may deter activity but cannot eliminate the risk of vehicle break-ins.

Alternatives

Alternative 1:

The Board can reject the contract amendment and maintain existing security coverage.

Advantages:

•                     This action avoids the additional $20,722.56 expenditure.

Disadvantages:

•                     Leaves Avenue Garage without the proposed dedicated overnight security presence.

•                     Reduces opportunities for direct overnight monitoring and rapid incident reporting.
