The Village and the State of Illinois have historically entered into an Intergovernmental Agreement (IGA) for the Village maintenance of State highways within the Corporate limits of Oak Park. This item would renew the existing ten-year agreement with the State.

Prior Board Action
The Board has taken the following prior action:
• The Village Board approved an Intergovernmental Agreement (IGA) for the Village maintenance of State highways within the Corporate limits of Oak Park Professional Services on June 15, 2015 (RES 15-324).
Background
The Village of Oak Park and State of Illinois IGA for municipal maintenance of State highways will expire on June 30, 2025. The Illinois Department of Transportation (IDOT), on behalf of the State, proposes to enter into a new IGA for the period of July 1, 2025 to June 30, 2035.
The scope of services as identified in Part 5 of the IGA includes routine surface and pothole repairs, temporary full-depth patching, sealing cracks, street cleaning, litter pickup, snow and ice control, and other routine operational services. Streets include the Village's half of Harlem Ave., North Ave., Roosevelt Rd., all of Washington Blvd., and Ridgeland Ave. from Roosevelt Rd. to Augusta St., totaling 19.9 lane miles.
IDOT proposes in the IGA that the location listing can be modified if mutually agreed upon by both parties. The Village Manager would be authorized to make this modification.
The Village provides competitive costs for these maintenance services and can respond quicker than the Department of Transportation’s crews for potholes and snow and ice control. Both of these considerations indicate this IGA benefits the Village.
Timing Considerations
The existing IGA expires on June 30, 2025, and a new IGA needs to be approved prior to the expiration of the existing IGA.
Budget Impact
The Village would receive $101,829 for the period of July 1, 2025, to June 30, 2026, for this maintenance. This amount is adjusted annually based on the published Engineering News Record adjustment factor. The funding of Village or contract services for this work is provided annually in the General Fund, Street Services budget.

Staff Recommendation
Adopt the Resolution, which will allow for continued maintenance of existing roadways within the Village limits.

• This action will result in a delay in the approval of an IGA for maintenance of existing roadways.
