Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Introduction

overview

The Engineering Division requested a proposal from Edwin Hancock Engineering Co. to provide construction engineering for the 2026 Alley Improvement Project. Edwin Hancock previously managed alley projects in the Village and is most qualified to perform these services.  Construction work is planned to start in April for the alley project, pending the Village Board's approval of the separate construction contract at tonight’s Village Board meeting.

Prior Board Action

The Board has taken the following prior actions:

                     The Village Board renewed the Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services in 2026 on December 9, 2025 (RES 25-355).

                     The Village Board renewed the Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services in 2025 on December 3, 2024 (RES 24-387).

                     The Village entered into a Master Agreement for Professional Engineering Services with Edwin Hancock Engineering Co on September 21, 2021 (RES 21-220).

Background

The Engineering Division requested a proposal from Edwin Hancock Engineering to provide professional engineering services for construction engineering services for the 26-4 Alley Improvement project. Edwin Hancock has previously completed construction engineering for similar alley projects in the Village. Edwin Hancock is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process. 

The alley construction contract includes twelve alley segments for replacement with three of these alleys being CDBG funded and four of these alleys being constructed as green alleys. Pending the Village Board award of this contract, construction is planned to start in April and to be completed in the summer. 

Timing Considerations

Adoption of the Resolution at this time will allow for the consultant to begin preparations for overseeing the construction project and preparing notification letters regarding the project to impacted properties.

 

Financial Impact

The FY2026 Budget includes $290,000 for construction engineering for alley improvements in the Capital Improvement Fund, Public Works - Engineering, Alley Improvements account no. 3095-43780-101-570964.

Staff Recommendation

Adopt the Resolution, which will allow for the work to start for overseeing the 2026 alley improvement project.

Advantages:

                     This Task Order will allow for the procurement of needed services.

Disadvantages:

                     This Task Order requires the expenditure of funds of $203,720.

Alternatives

Alternative 1:

The Board can delay action to gain additional information.

Advantages:

                     Board Members would be presented with the additional information they requested.

Disadvantages:

                     The timing of the eventual Board action could impact the desired implementation schedule.

Alternative 2:

The Board can vote down the item.

Advantages:

                     This action may result in a potential cost savings of $203,720.

 

 

Disadvantages:

                     There is not any staff or other consultants currently identified for overseeing the construction of the 2026 alley improvement project.
