Overview
The FY2016 Budget includes funds for a project to reconstruct the east-west driveway on the south side of Village Hall and do repairs to a portion of the underground parking garage which are both badly deteriorated. The recommended scope for these repairs includes complete driveway replacement, replacing the roof portion of the parking garage which is under the driveway, and performing a variety of smaller repairs in the remaining area of the garage.

Fiscal Impact
The FY2016 budget includes $650,000 for the construction and $35,000 for construction management of this repair project in the Building Improvement Fund, Public Works - Building Maintenance, Village Hall Driveway Improvements. The recommended scope is estimated to cost approximately $552,000 for construction.
Background
In 2004 the Village worked with Desman Associated to complete a Condition Survey for the Village Hall Basement Parking Garage. The parking garage is used by staff and the Police Department. The 2004 study recommended a number of repairs for the parking garage and to the roof of the garage which indicated several areas of distress in the concrete roof of the garage and recommended doing significant repair work to the roof of the garage including partial and full-depth concrete patching (40-50% of roof area) and exposing the roof from above to apply a waterproof membrane. The scope of the inspection report and recommended repairs did not include the replacement of the at-grade driveway which goes over parts of the garage. The estimated cost at the time for the garage repair work was $315,000.
In 2006 the Village contracted with Deman Associates to design a project to replace the at-grade concrete driveway on the south side of Village Hall and to do repairs to the parking garage roof below the driveway (approximately the north 1/3 of the garage) and to other areas within the garage to address areas of concern. The project was not bid or constructed due to potential coordination with other Village projects.
In the summer of 2014 the Engineering Division contracted with Desman Associates to update the 2004 condition survey for the parking garage and deck and revise the plans prepared in 2006 to account for the current condition of the underground garage, retaining walls, and at-grade driveway and prepare an estimate of construction cost. The Village budgeted $500,000 in the FY2015 CIP fund for these repairs but the final recommend scope of improvements provided by Desman in the fall of 2014 recommended roughly $1,045,000 in work to replace the at-grade driveway and make repairs to the parking garage.
Engineering staff met with Desman to determine an alternate scope of repairs in order to address the portions of the project that the public uses, to determine a scope of garage repairs which will keep the garage in a safe and serviceable condition, and to install a minimal level of aesthetic upgardes to the garge to address lighting concerns and seepage issues.
The alternate scope of repairs is included in the FY2016 Capital Improvement Plan with $650,000 budgeted for the work. The recommended work in the public areas includes replacement of the at-grade driveway; repairs and a coating to the south side of the concrete wall adjacent to the sidewalk/ramp; and repairs and a new coating to the pedestrian bridge over the ramps. Garage repairs include full and partial depth repairs and waterproofing system in garage area under the driveway (north 1/3 of garage) since this area will be exposed during driveway replacement and partial depth repairs of loose overhead and vertical concrete in the remainder of garage. The aesthetic improvements inside the garage include lighting replacement and a traffic coating to the floor slab following some repairs. The estimated cost to do this level of recommended improvements is $552,000 (see attached cost estimate).
The 5-year CIP plan also includes $500,000 in 2018 to complete the remaining repairs to the garage roof beyond the current scope of the improvements should the Village decide to keep the parking garage in service for many more years.
The FY2016 Capital Improvement Plan also includes $100,000 for reconstructing the Village Hall parking lot and $80,000 for replacing the parking lot lighting in the Building Improvement Fund. Staff will coordinate these projects to minimize disruption to the public and staff.
