Prior Board Action

On June 3, 2025 the Board passed RES 25-192 (A Resolution Approving the Release of the Draft Program Year 2025 Funding Recommendations, PY 2025 - 2029 Consolidated Plan, and PY 2025 Action Plan for Public Comment).

Background

Every five years, the Village must prepare a Consolidated Plan for the U.S. Department of Housing and Urban Development (HUD) to receive Community Development Block Grant (“CDBG”) funds. The purpose of the HUD-mandated Consolidated Plan is to outline the priorities and strategies for addressing the needs of low- and moderate-income people with CDBG funding. The Consolidated Plan will guide the funding allocations the Village recommends over the next five years, beginning with Program Year (PY) 2025, which starts on October 1, 2025.

In PY 2025, the Village will receive $1,574,409 in CDBG funding. The Community Development Citizen Advisory Commission (CDCAC) reviewed all PY 2025 applications and is recommending the allocations included in the PY 2025 Annual Action Plan.

Timing Considerations

HUD requires that the PY 2025 - 2029 Consolidated Plan and PY 2025 Annual Action Plan be submitted on or before August 15, 2025, in preparation for the October 1, 2025 program start date. Failing to meet these deadlines would delay the use of CDBG funds to benefit households with low and moderate incomes, as well as jeopardize the Village’s CDBG funding.

Budget Impact

The Village of Oak Park is an entitlement community receiving an annual grant from the U.S. Department of Housing and Urban Development (HUD). All monies identified in the PY 2025 - 2029 Consolidated Plan and PY 2025 Annual Action Plan will come from the CDBG fund. The total cost of the proposed program is $1,574,409.

Staffing Impact

The Community Service Division of the Neighborhood Services Department oversees all CDBG activities. This will not require any additional staff or shift staff responsibilities. CDBG funds help to support staff time through administration and program delivery costs.

DEI Impact

The Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meet one of three national objectives. The three national objectives include: 1) benefit to low-and moderate-income (LMI) persons; 2) aid in the prevention or elimination of slums or blight; and 3) meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.

The Oak Park CDBG program focuses on the first national objective to benefit low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ). All activities proposed in PY 2025 meet one of these national objectives.

Community Input

To meet a HUD requirement and to ensure community feedback, Village staff hosted several community and stakeholder workshops, published a community survey, and held a 30-day public comment period for review of the Consolidated and Action Plans. The Community Development Citizen Advisory Commission participated in community meetings and also discussed while reviewing the PY 2025 applications for funding.

Staff Recommendation

Approve the final PY 2025 - 2029 Consolidated Plan and PY 2025 Annual Action Plan for submission to HUD.

Advantages:

                     This action allows time to meet the required deadlines identified by HUD.

Disadvantages:

                     There is no disadvantage to this action.

Alternatives

The board can disapprove the final PY 2025 - 2029 Consolidated Plan and PY 2025 Annual Action Plan for submission to HUD.

Advantages:

                     This action allows additional time to input feedback from the Village Board of Trustees and community stakeholders to weigh in on the Plan.

Disadvantages:

                     This action risks missing the submission deadline for the Consolidated Plan and Action Plan to HUD, which could result in the loss of entitlement funding for the community.

Anticipated Future Actions

After the Board approves the Resolution the plans will be submitted to HUD on or before August 15, 2025, as required by the HUD deadlines.
