Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Competitive bids were opened on March 6th for the 2025 pavement preservation project. The Village received two bids for the project with the lowest qualified bid from R.W. Dunteman Company in an amount of $797,994. The project involves pavement patching, crack filling, micro-surfacing, and pavement rejuvenators on local streets throughout the Village.

Background

The 2025 pavement preservation project includes crack filling, pavement patching, micro-surfacing, and pavement rejuvenators on various local streets throughout the Village. Microsurfacing is an ultra-thin overlay around ¼” thick on roadways used to help seal the pavement, smooth out any rutting, and provide a new driving surface, which helps extend the life of the underlying pavement by around 5-7 years.  Asphalt rejuvenator is a liquid emulsion sprayed on roads that aims to restore and preserve the durability and flexibility of asphalt.   

This year’s project includes patching and micro-surfacing on various streets planned for Neighborhood Greenway/Bike Boulevard improvements in 2025. These improvements will ensure roadway pavement conditions are better suited for bicycling and the future bike-related pavement markings have a long life. Pavement preservation treatments are planned for installation in late spring/early summer so that future Neighborhood Greenway treatments can be installed in the summer of 2025. The Neighborhood Greenway project is currently being designed. A map showing the project locations is attached.

The Village received two bids for the project with the low responsible bid from R.W. Dunteman Company in an amount of $797,994. R.W. Dunteman Company previously completed pavement preservation projects for the Village and has done a good job. 

Timing Considerations

Adoption of the Resolution at this time will allow for the contractor to complete construction in the desired timeframe so that future Neighborhood Greenway bicycle pavement markings can be installed over the newly rehabilitated pavements. Construction of the Pavement preservation Project is scheduled to be completed by July of this year. 

Budget Impact

There is $1,100,000 available for this work in the FY 2025 Budget in the Capital Improvement Fund in the Capital Improvement Fund, Public Works - Engineering, for Pavement Preservation account no. 3095-43780-101-570977.

Staff Recommendation

Adopt the Resolution, which will allow for the construction of this project to move forward on its desired schedule.

                     This contract will allow for the procurement of needed services.

The Board can delay action to gain additional information.

Advantages:

                     Board Members would be presented with the additional information they requested.

                     The timing of the eventual Board action will impact the desired implementation schedule.

                     Potential cost savings of $797,994.

Disadvantages:

                     Needed pavement rehabilitation will not occur, resulting in accelerated deterioration of the roadway and increased long-term costs for managing the overall roadway system’s pavements.

                     Roadways planned for future Neighborhood Greenway treatments will not be patched, crack-filled, or rehabilitated with microsurfacing prior to the installation of the bicycle-related pavement markings, which will result in reduced ride quality and a shortened lifespan of the pavement markings.
