Overview
This project includes the replacement of the private property portion of lead potable water service lines at pre-approved locations in the Village. Federal Community Development Block Grant Funds will be utilized to complete the work at qualifying properties meeting the “below median income” requirements that have also had the Village side of the service replaced with copper. The low responsible bidder was Advanced Plumbing Corp. of Highland Park, Illinois.

Background
This project, commonly called the Lead Abatement Program, includes replacement of the private property owner side of the lead water service line at eight (8) locations.
The work completed under this contract is intended to complete the work on the Owner’s side for low-income households where the work would not be done otherwise. At the time the work on this contract is performed, the Village will have previously completed the service replacement on the Village side of the curb-stop.
One bid was opened on August 10, 2023 for the 2023 CDBG Water Service Line Replacement Program, Project # 23-126. The project was advertised locally and with area construction bulletins. One (1) bid was received, submitted by Advanced Plumbing Corp. with a base bid amount of $64,910.00.
As noted above, staff recommends assigning the budget amount of $75,000.00 to this project since it will allow for any unforeseen extra costs.
Fiscal Impact
The $75,000.00 for this project will be funded through the FY 2023 Community Development Block Grant Fund in Account # 2083-46201-101-583655 (CDBG, Neighborhood Services, Lead Water Private Service Replacement).
Advanced Plumbing’s bid was for $64,910.00 for eight (8) locations. Staff recommends assigning the budget amount of $75,000.00 to this project for any unforeseen extra costs.
