Recommended Action

Background
As an entitlement community, the Village of Oak Park receives an annual Community Development Block Grant (CDBG) allocation from the U.S. Department of Housing and Urban Development (HUD) and uses the funds for a variety of locally determined projects.
The Village is limited to allocating 15% of the annual CDBG allocation to public services and 20% to administration. The Community Development Citizen Advisory Commission (CDCAC) reviews public services applications and is recommending funding. The Village’s PY 2026 begins on October 1 each year which coincides with the start of the Federal Fiscal Year.
In PY2026, the Village will be providing $306,593 to support public service organizations in Oak Park. This resolution and agreement provides $51,593 of these funds to Beyond Hunger.
Timing Considerations
The program year begins October 1, 2026 and ends September 30, 2027. Timely approval and execution of the subrecipient agreement is necessary to allow the subrecipient to begin program implementation and expenditures at the start of the program year.
Financial Impact
The Village of Oak Park is an entitlement community receiving an annual grant from the U.S. Department of Housing and Urban Development (HUD) annually. There is no fiscal impact on the Village’s General Revenue Funds.
Operations Impact
This work is part of the core operations of the Neighborhood Services Department.
DEI Impact
Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meet one of three national objectives. The three national objectives areas: 1) benefit to low- and moderate-income (LMI) persons; 2) Aid in the prevention or elimination of slums or blight; and 3) Meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.
Oak Park CDBG program focuses on the first national objective which benefits low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ).
Community Input
The Community Development Citizens Advisory Committee (CDCAC) reviewed the applications, held three meetings and developed recommendations for the PY 2026 CDBG funding. The final of these three meetings was a public hearing. There were no formal public comments at the public hearing.
Staff Recommendation
Adopt the resolution.
Advantages:
• Allow staff to proceed with the subrecipient agreement within the program year timeline and implement the Commission’s recommendation.
Disadvantages:
• There are no disadvantages to this action.
Alternatives
Alternative 1:
The Board could request additional information.
Advantages:
• The Board will be provided with the additional information requested.
Disadvantages:
• Timely approval and execution of the subrecipient agreement is necessary to allow the subrecipient to begin program implementation and expenditures at the start of the program year.
Alternative 2:
The Board could not adopt the resolution.
Advantages:
• There are no advantages to this action.
Disadvantages:
• Funding to public service organizations in the Village will not be allocated.
Anticipated Future Actions
Pending the Village Board’s adoption of the resolution and execution of the agreement, Beyond Hunger can begin incurring costs on October 1, 2026 for reimbursement.
