Overview
The Village leases the parking lot at Pilgrim Congressional Church of Oak Park for the Farmers Market. The previous lease agreement was for a 10 year period and expired on December 31, 2014. This new lease is for a 5 year period with the option to renew for another 5 years.

Fiscal Impact
Pilgrim Church asked that the yearly rent for the Market season increase from $2155 to $4,800 to be more in line with typical parking lot rental fees charged by the Village. Thereafter the lease payment will increase 1.5% annually for each year the lease is in effect. In addition, the Village shall make a one-time payment to the Pilgrim Church in the the amount of $1,400 for additional Market days that were not previously anticipated in the last agreement. These additional dates have now been incorporated into the new lease as part of the regular season.
The expense for this lease budgeted annually in account 2027-43014-101-540669. The current budgeted amount for 2015 is $2155. After passing this agreement, Finance will submit a budget amendment to increase the Farmers' Market Rent Expense budget from $2155 to $6200 to pay for the additional rent expenses associated with the new lease agreement rental amount of $4800 and to pay for the one-time payment of $1400.
Background
The previous lease agreement was a ten (10) year term that expired on December 31, 2014. The Health Department manages the operations of the Farmers Market along with a part-time Market Manager and Assistants under contract with the Village, as well as coordination with the Farmers Market Citizen Commission.
The Oak Park Farmers' Market is a community event that attracts thousands of residents and visitors to the Pilgrim Church parking lot at 460 Lake Street, just one block west of Ridgeland Avenue. Market hours are 7:00 am to 1:00 pm every Saturday from the second to the last Saturday in May through the end of October.
The Oak Park Farmers' Market offers high quality, locally grown produce, farm-raised meats, artisanal cheeses and naturally baked breads. The Oak Park Farmers' market opened for its first season in the summer of 1976 on North Boulevard between East and Euclid Avenues. In 1978, the Oak Park Farmers market moved to the parking lot of Pilgrim Congregational Church and began a long partnership providing patrons with fresh fruits and vegetables, coffee and donuts, and bluegrass music. The Farmers' Market will be celebrating its 40th season in 2015.
