Background
V-Munch LLC dba Alice & Friends (“Alice & Friends”) seeks a Restaurant B-1 liquor license. This license would permit Alice & Friends to sell alcoholic liquor for consumption at the restaurant, located at 104 N. Marion Street. At the January 27, 2026, Liquor Control Review Board meeting, the board unanimously voted to recommend that Alice & Friends be granted a B-1 license.
Timing Considerations
If approved, Alice & Friends would be able to receive their license and begin serving alcohol at the restaurant.
Financial Impact
There is no budget impact associated with this item.
Operations Impact
The Law Department and Development Services Department are primarily responsible for this item. A public meeting was held on January 27, 2026, that was attended by Development Services and Law Department Staff. The Law Department spends approximately five (5) hours on each liquor license application, which includes preparing meeting minutes and LCRB packets, sending LCRB emails, and attending public hearings. The Development Services Department spends approximately ten (10) to twelve (12) hours on each application, which includes meetings with the applicant, processing the application and subsequent documents, and attending public hearings.

Community Input
There was a public hearing held on January 27, 2026. The Liquor Control Review Board unanimously voted to recommend that Alice and Friends be granted a B-1 liquor license.
Staff Recommendation
Adopt the Ordinance.
Advantages:
• Approval of the license can benefit the local economy by allowing the business to sell alcohol.
• Approval of the license advances the Village Board’s goal to support new and existing small businesses.
• The Village receives a sales tax on the alcohol sold in the establishment.
Disadvantages:
• There are no disadvantages to adopting the Ordinance.

The Village Board can reject the Ordinance.
Advantages:
• There are no advantages to this action.
Disadvantages:
• If the Ordinance is not adopted, the Village’s local economy would not benefit from the creation of jobs, payment of taxes, and attraction of new business.
