The Public Works Department requested bids for the 2021 Watermain Valves Replacement Program. The proposed program included replacing four water valves. The lowest responsible bid was submitted by Cerniglia Co. in an amount of $149,990.00. Staff is reducing the project scope by removing one 16" valve from the bid in order to lower the total project cost.

Fiscal Impact
The Fiscal Year 2021 Budget includes $100,000.00 allocated in the Water and Sewer Fund, Public Works - Water Distribution, Capital Improvements account no. 5040-43730-777-570707 for Watermain Valve Replacement.
The project cost as bid exceeds $100,000.00. It is proposed to use unencumbered funds from deferred projects in the Water and Sewer Fund, Public Works - Water Distribution, Capital Improvements account no. 5040-43730-777-570707 to cover the overage.
Background
In 2012 and 2013 the Water & Sewer Division of the Public Works Department contracted with M.E. Simpson Co., Inc. to exercise the approximately 1,200 water valves in the Village's water distribution system. The valve exercising program identified approximately 80 valves that were broken or in need of repair. Since 2014 the Public Works Department has replaced or repaired approximately 40 of these defective valves. This contract allows this regular maintenance work to continue.
Repairing or replacing broken valves is a necessary task in order to maintain adequate fire flows and to ensure that watermains can be shut off in emergency situations or for scheduled maintenance. Valves proposed on this project are larger than those replaced by in-house ...
