This Ordinance proposes a one-time credit for all residential refuse collection program participants of $29.04 to be applied on the first bill of 2025. $29.04 is equal to 12-months of the monthly fee residents paid for the annual fall leaf program in 2024.

Background
At the June 18, 2024, Board meeting, staff presented the possibility of issuing a one-time credit to all single-family residents in Oak Park in order to offset the potential financial burdens associated with transitioning to a bagging program model for Fall Leaf Collection. There was consensus among the Trustees to consider implementation of the credit at a later meeting.
The ordinance was presented to the Village Board at the July 9, 2024, Board meeting (ORD 24-139). After discussion at the Board Table, the ordinance was voted down.
On November 15, 2024, Trustee Robinson motioned via Board protocols to have the proposed ordinance for the residential refuse credit brought back before the Village Board for reconsideration. The motion was seconded by Trustees Enyia and Wesley.
Fiscal Impact
In 2024, the amount of $2.42 from each customer's refuse rate per month will be collected to cover the Fall Leaf Collection Program costs.
