Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview
As part of the five-year Program Year (PY) Consolidated Plan for Housing and Community Development "Con Plan" that guides decisions for allocating Community Development Block Grant funds, the Village has prepared the draft PY 2023 Action Plan which includes proposed CDBG activities that the Community Development Citizen Advisory Commission ("CDCAC") recommended and that the Board is now being asked to approve.

Approve the resolution authorizing the CDCAC's PY 2023 funding recommendations and release the PY 2023 Action Plan for a 30-day public comment period.

Background
Each year, the Village must prepare an Annual Action Plan ("Action Plan") in order to receive Community Development Block Grant ("CDBG") funds from the U.S. Department of Housing and Urban Development ("HUD"). The purpose of the CDBG Program is to meet the needs of primarily low- and moderate-income persons. The Action Plan describes the funding allocations the Village is making for Program Year 2023 ("PY 2023"), which begins on October 1, 2023, in order to serve these populations.

The Village will receive $1,539,187 in CDBG funding for PY 2023, which is a 1% decrease from the $1,553,643 that we received in PY 2022. For historical reference, the Village received $1,653,543 in PY 2021. The Village did not receive CDBG Emergency Solutions Grant (ESG) monies in PY 2023 and has not received these monies since PY 2019.
