Background
The Village of Oak Park and the Park District of Oak Park have maintained a longstanding intergovernmental partnership for the shared use of parking facilities. This Agreement represents a renewal and continuation of prior agreements approved in 2018. This original agreement was approved for five years, ending in 2023. This partnership has continued in the same manner since 2023, but reestablishing the IGA would be best and appropriate. The proposed Agreement continues this partnership while clarifying operational terms. The Village will continue to manage permit parking at the Rehm Pool Parking Lot (Lot 53), including establishing permit fees and retaining associated revenues. In exchange, the Park District will continue to receive parking accommodations for its employees at the Oak Park and River Forest High School Garage (Lot 19), Village Lot 61, and designated on-street parking along Adams Street. It also removes outdated provisions associated with previously redeveloped sites.
Timing Considerations
Approval of this Agreement is needed to ensure continuity of shared parking operations and avoid disruption to current permit holders and Park District employees. This proposed agreement will end in 2027, to better align with other such IGA timeframes.
