Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview
Overview
The Program Year (PY) 2024 Action Plan is part of the five-year PY 2020-2024 Consolidated Plan for Housing and Community Development, which guides decisions for allocating Community Development Block Grant funds. The Village Board released the Draft PY 2024 Action Plan for a 30-day comment period, and with no comments received, it may now approve the final PY 2024 Action Plan and allow the Village Manager to submit the Plan to the U.S. Department of Housing and Urban Development.

Background
Each year, the Village must prepare an Action Plan to receive Community Development Block Grant ("CDBG") funds from the U.S. Department of Housing and Urban Development ("HUD"). The purpose of the CDBG Program is to meet the needs of primarily low- and moderate-income persons. The Action Plan describes Village funding allocations for Program Year 2024 ("PY 2024"), which begins on October 1, 2024.

The Village will receive $1,581,724 in CDBG funding for PY 2024, a 1% increase from the $1,539,187 received in PY 2023. The Village did not receive CDBG Emergency Solutions Grant (ESG) monies in PY 2024 and has not received these monies since PY 2019.

The Community Development Citizen Advisory Commission (CDCAC) reviewed PY 2024 applications, held three public meetings, and recommends specific funding allocations to the Village Board for numerous non-profit agencies that will carry out CDBG Public Services, CDBG Facility Improvement projects, and CDBG Administration.
