Background
On April 19, 2021, the Village and Pilgrim Congregational Church entered into a parking lot license agreement for a four (4) year term. The license agreement allows the Village to administer overnight parking permits within the church parking lot (referred to as Municipal Lot 22). This agreement is set to expire on December 31, 2024.
The proposed license agreement provides for a one (1) year term, subject to the following:
1. The Village may issue up to twenty (20) overnight parking permits for the lot (valid 6 p.m. to 7:30 a.m. daily)
2. The Village shall pay a fee of the sum of 85% of the Village's net receipts. Net receipts are defined as the Village's annual gross receipts from quarterly parking permit sales in excess of $4,000.00 per year. This $4,000.00 deduction accounts for estimated costs for snow and ice removal, performed by the Village.
It should be noted that the Oak Park Farmers' Market contracts separately for the use of the Pilgrim Congregational Church parking lot on Saturdays during the market season. The agreement presented for consideration is only for overnight parking permits, although the parking restrictions in place during the market season do affect permit holders in this lot, as noted in Section 2.8.
Fiscal Impact
