Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview
Overview
As part of the five-year Program Year (PY) 2020-2024 Consolidated Plan for Housing and Community Development ("Con Plan") that guides decisions for allocating Community Development Block Grant ("CDBG") funds, the Village has prepared the draft PY 2021 Action Plan, which includes proposed CDBG activities that the Community Development Citizens Advisory Committee ("CDCAC") recommended and that the Board is now being asked to approve.

Fiscal Impact
The Village is an entitlement jurisdiction that receives a direct allocation of Community Development Block Grant (CDBG) funds. For Program Year 2021 (" PY 2021"), the Village's allocation will be approximately $1,629,530, and as a result, there is no fiscal impact to the Village's General Revenue Fund. In prior years, the Village also received an allocation of funds under the Emergency Solutions Grant ("ESG") program which was primarily used to fund the activities of Housing Forward. However, due to a change in the Federal funding formula the Village was not eligible for ESG funding for Program Year 2020 ("PY2020") and is not eligible for PY 2021 funding either. The Village's allocation was added to the State allocation. The Village has certified with the state that Housing Forward is an eligible partner to receive the allocation that would have normally been distributed by the Village. As a result, Housing Forward will not lose any funding from the ESG program.
