Overview
The North Central Council of Mayors recently released a call for projects for Federal Surface Transportation Program (STP) funds for federal fiscal years 2028 and 2029. STP funds can only be used on roads within the Federal Highway system which are typically higher volume streets. Of the upcoming planned projects on major roadways, the Jackson Boulevard resurfacing project best fit the requirements associated with these STP funds and the scoring metrics for the grant applications.

Background
The Village has historically received grants of Federal Surface Transportation Program (STP) funds to fund the resurfacing of the major streets in the Village. The North Central Council of Mayors recently released a call for projects for applying for STP funds for FY 2028 and 2029. Applications are due December 20, 2023.
Based on the requirements of using the STP funds, the best fit for these funds are for resurfacing Jackson Boulevard from Harlem to Austin. Jackson was constructed in 1988 and was resurfaced over a 3-year period from 2011 to 2014. Jackson will need resurfacing by 2028.
The proposed project includes the resurfacing of Jackson with 4-inches of new asphalt; upgrading corner sidewalk ramps to meet ADA requirements as needed; restriping bike lanes; installing a new traffic signal interconnect system; bike crossing improvements where the Neighborhood Greenway system crosses Jackson; and traffic calming improvements as recommended by the Madison Street traffic calming study, which include bump outs and raised (tabled) brick paver intersections ad...
