Overview
Overview
The Consolidated Annual Performance and Evaluation Report (CAPER) is a U. S. Department of Housing and Urban Development (HUD) required document that the Community Development Block Grant (CDBG) grantees must submit each year. The 2022 Program Year (PY) ended September 30, 2023 and this Draft PY 2022 CAPER must be released for a 15-day public comment period before it is submitted to HUD on December 30, 2023.

Recommendation
Approve and release the Draft PY 2022 CAPER for a comment period and authorize the Village Manager to transmit the final document to HUD after the close of this period.

Background
The Village of Oak Park, as an Entitlement Community, receives an annual Community Development Block Grant (CDBG) allocation from the U.S. Department of Housing and Urban Development (HUD) and uses the funds for locally determined projects. In Program Year 2022, HUD awarded $1,539,187.00. The Village is limited to allocating 15% of the total CDBG allocation to Public Services and 20% to Administration. The Community Development Citizen Advisory Commission (CDCAC) reviews the applications and makes recommendations annually to the Village Board for their approval.
