Background
In accordance with Village policy and State Statute 65 ILCS 5/11-76-4, the Village’s corporate authorities may, by Ordinance, authorize the disposal of surplus property not usable to the Village.
The Village, through the Police Department, submits the bicycles listed in the attachment to the Ordinance to be declared as surplus. For all items, the owner is unknown and has gone unclaimed for 90 days or longer.
Fiscal Impact
There is no expenditure associated with this Ordinance. Local not-for-profit organizations will receive the bikes that are in working condition, while those that are not will be donated to Working Bikes, a not-for-profit bike shop that fixes up old bicycles and has programs to get bikes to those in need.
DEI Impact
The donation of bikes creates an equitable distribution across the community for those who may have barriers to bike ownership. Youth from lower socio-economic backgrounds and for those who use bikes for commuter purposes may seek out non-profits for safe, reliable bikes. Increased access to bikes also supports environmental initiatives and promotes over all wellbeing.
