Fiscal Impact
The FY2017 Budget includes $1,681,000 in the Capital Improvement Fund, Public Work - Engineering, Streetscaping, for the Colt Site Streetscaping account no. 3095-43780-101-570959 for the construction engineering of the streetscaping and roadway work for resurfacing North Boulevard and Westgate which will be used to fund this change order.

Background
The RDA for the Emerson Development does not include the street resurfacing of Westgate Street west of the development's frontage nor of North Boulevard from Harlem Avenue to Marion Street. The roadway needs to be resurfaced based on condition and from trenching done as part of water and sewer main improvements and from ComEd public facility relocation work.

On October 2, 2017 a change order was approved with the contractor, Crowley Sheppard to perform this work. Hampton, Lenzini and Renwick (HLR) has the contract to perform the construction engineering services for this street resurfacing contract with Crowley Sheppard and their oversight is needed to complete this work and to coordinae with the adjacent development.

Alternatives
The alternative to this recommendation could be to delay action to gain additional information.
