Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview
The Engineering Division requested proposals for professional services for the purpose of water service database modifications. The proposal from Terra Engineering Ltd. best fit the needs of the Village for this project at the lowest cost of $34,383. It is recommended to award the contract at the full budgeted amount of $50,000 in order to perform additional water database tasks.

The FY2018 budget includes $50,000 for this project in the Water and Sewer Fund, Public Works-Water, Base, External Support, account no. 5040-43730-101-530667.

Background
This project is for water service database modifications in order to input information into a GIS water distribution system material inventory. The village has about 13,000 water services which needs updating. The Illinois EPA stipulates that the owner of a community water system develop a water distribution system material inventory which is submitted on an annual basis commencing until inventory is completed. The following information is required by IEPA: 1) the total number of service lines within or connected to the distribution system, including privately owned service lines; 2) the number of all known lead service lines within or connected to the distribution system, including privately owned lead service lines; and 3) the number of lead services lines that were added to the inventory after the previous year's submission.
