Overview
Due to the Covid 19 Pandemic, there was a delay in Program Year (PY) 2019 Community Development Block Grant (CDBG) funded Public Works projects scheduled for completion in fiscal year 2020. As a result, those funds are considered returned funds under the CDBG program and need to be reallocated projects scheduled for completion in 2022. To allow this, the Village needs to amend its 2021 Action Plan to allow for the use of the funds. After the close of the 30-day comment period, the additional funds will become available.

Fiscal Impact
The Village's CDBG Program year runs from October 1st to September 30th of each year.
The Village of Oak Park will allocate an additional $278,500 in CDBG returned funds from PY 2019 for the following projects through Public Works in addition to funds awarded as part of PY2021: $155,00 for resurfacing, street lighting, and landscaping; $97,500 for sewer main replacement and roadway reconstruction; and $26,000 for Alleys.
Background
As an Entitlement Community, the Village of Oak Park receives an annual CDBG grant allocation from the U.S. Department of Housing and Urban Development and uses the funds for a variety of locally-determined projects. The CDBG Programs Division of the Village is the lead agency for administering the grant.
A total of $331,152.82 in returned PY 2019 CDBG funds can be re-allocated to Fiscal Year 2022 Public Works projects.
